Comprehensive Report of the Truth and Reconciliation Commission (English Edition)

The Second Truth and Reconciliation Commission will conclude its five-year mandate on 26 November 2025.
In accordance with the Framework Act on Settling the Past for Truth and Reconciliation, the Commission reported its Comprehensive Report to the President and the National Assembly on 14 November 2025. We are now making the report publicly available.
The Comprehensive Report consists of four separate volumes. Volume 1, the General Overview, outlines the background and legal basis of the Commission’s establishment, as well as its overall investigative activities and outcomes. Volume 2 addresses cases related to Independence Movements against Imperial Japan and Civilian Massacres around the Time of the Korean War, while Volume 3 examines cases involving Human Rights Violations during the Period of Authoritarian Rule. In addition, a separate volume is dedicated to the March 15 Democracy Movement.
Due to budget constraints and time limitations, the English translation is provided only for Volume 1.
We sincerely thank the public for the interest, support, and constructive criticism extended to the Second Commission throughout its mandate. We hope for your continued attention and support for the forthcoming Third Truth and Reconciliation Commission.
